Supplemental Programming



Not all learning opportunities focus on foundational skills, include explicit instruction, or offer intensity and duration. The CALP Policy Manual considers these learning opportunities supplemental to the CALP grant.

They are called Community Capacity Building (CCB) programs (Supplemental Programming). 

CCB programs offer an opportunity to connect people to literacy and foundational learning (LFL). Practitioners, instructors, facilitators, and tutors should look for foundational learning needs among CCB participants and encourage them to transition into LFL programming. Promoting LFL programming should be a regular part of CCB delivery.

CCB programming is an opportunity to:

  • Build on LFL skills that a learner is working toward, has achieved, or may need
  • Attract learners who may not yet recognize their own need to improve foundational skills
